Addressing the Russian delegation, Sikorski said Russia had been trying to seize the Donbas region of Ukraine for more than 12 years and Kyiv for more than four years.
"You can still kill many people, but you cannot win," Sikorski said, arguing that Ukraine, despite having an economy a fraction of Russia's size, had prevented Moscow from achieving its objectives.
He called on Russia to end its "imperial war" and stop putting Europe and the wider world at further risk.
"Stop destroying Russia’s future, Sergey. I know you’re listening. Tell your boss that enough is enough," Sikorski said, addressing Lavrov, who had already left the chamber.
Sikorski also referred to recent Russian attacks near the Polish-Ukrainian border and suspected acts of sabotage, saying Russia was escalating because Putin had failed to achieve his objectives after four years of what he described as a senseless colonial war.
Before the debate, 51 countries, including the European Union, issued a joint statement condemning Russia and its attacks, including attacks affecting European countries, Polish state news agency PAP reported.
The United States did not join the statement.
