Polish defence minister says Ukraine must be at the table as Putin floats Trump-Xi summit

Poland’s defence minister has said he cannot imagine a summit on Russia's war in Ukraine without Kyiv's representatives, following reports that President Vladimir Putin has proposed a meeting with US President Donald Trump and China’s Xi Jinping.

"It is hard to speak of any settlement without Ukraine’s presence," Władysław Kosiniak-Kamysz, who also serves as a deputy prime minister, told a press briefing on Monday.

Asked whether a "new Yalta" was in the making, he said talks could take many formats, but he could not envisage one without Ukraine and European countries that would guarantee its stability and peace.

The Wall Street Journal reported, citing a former Russian intelligence officer, that Putin proposed the three leaders meet in November to negotiate an end to the four-year war on terms favourable to Moscow.

It said he raised the idea in a phone call with Trump on October 9, in which the two also agreed to suspend sanctions on Russian diesel.

Kremlin spokesman Dmitry Peskov said the idea of a hypothetical meeting had indeed come up, as all three leaders may attend the APEC summit in Shenzhen, China, on November 18-19.

But he added that no specific proposals or agreements had been put forward on the meeting or its agenda.

A US official quoted by the WSJ said Trump had not accepted the proposal but might be open to it, believing it could help end the war.

Ukraine’s Foreign Minister Andrii Sybiha criticised the idea.

A meeting of the leaders of Ukraine, the United States and Russia could help end the war sooner, he said on X, while one between Russia, China and the United States would encourage Putin to continue it, Sybiha argued.

Peskov also said that "a final settlement is impossible without the participation of someone in Kyiv who is prepared to take responsibility," according to a report by the Reuters news agency.
