Rose made the comments in a post on his private X account on Friday.
"Europe calls Russia an existential threat — with good reason. But unlike Poland, too many European leaders insist that America confront that threat for them — 'We must support Ukraine' —they cry, with American money, American weapons; even risking American lives," Rose wrote.
"They demand the war they refuse to fight themselves must go on — then howl 'betrayal' when President Trump tries to end it," he added.
He suggested that Ukraine cannot win the war and that a peace agreement would give it a chance to preserve its independence.
"What better serves Ukraine's just fight — continuing a war that cannot be won and dare not be lost, or trying to forge a peace that gives Ukraine a fighting chance to stay strong and independent?" he wrote.
He also accused Europe of hypocrisy in its approach to the US war with Iran.
"The contrast between Ukraine and Iran is hard to miss: When Europe's interests are threatened, it's America's war. But when America's interests are threatened, it's still America's war — but America's war alone," he wrote.
Rose argued that "cheering Ukraine on from the sidelines won't win the war or stop the killing." He added that "vilifying Donald Trump for trying to end it isn't a strategy; it's an excuse for not having one."
Rose's post came two days after US presidential envoy Steve Witkoff's ninth visit to Moscow, during which he called Russian President Vladimir Putin a "humanitarian," Polish media reported.
Russia and the United States subsequently agreed to resume trilateral talks with Ukraine at the technical level, according to Polish state news agency PAP.
Kremlin official Yuri Ushakov, however, said he saw no value in Witkoff's latest peace proposal in terms of ending the war, according to reports.
Rose's comments also came amid criticism from some European politicians, including Polish Foreign Minister Radosław Sikorski, over suspected restrictions on Ukraine's use of the Starlink satellite system and Trump's deal with Russia on imports of Russian diesel fuel.
Since Trump took office in January last year, the United States has not allocated significant additional funds to support Ukraine, while weapons supplied to Kyiv are being purchased by European countries, the PAP report also said.
The European Union also bears the financial burden of supporting Ukraine. No US troops are stationed in Ukraine apart from forces protecting the US embassy in Kyiv, it added.
