“You can end every war by capitulating, but conditions of ending the war matter,” Sikorski said.
He argued that Ukraine must emerge from the conflict with defensible borders and as a country people want to return to.
He said Europe covers the costs of keeping the Ukrainian state running, supplying weapons to Kyiv and production by the Ukrainian defence industry, while the United States has not funded Ukraine since January 2025.
Sikorski pointed to frozen Russian central bank assets held in Europe and more than 20 EU sanctions packages.
He said losing the lucrative European oil and gas market had been particularly costly for Russia.
He warned that Russia was conducting attacks below the threshold of open military invasion, including sabotage, cyberattacks, arson, espionage and drone incursions. He said people were dying as a result.
Sikorski said Poland knew which Russian military intelligence (GRU) unit was behind these incidents and added that Moscow was planning to escalate them.
European countries do not use Russia’s methods, he said. They do not send drones or terrorists to Russia, because they are peaceful democracies.
Sikorski said the best response to Russian provocations was greater assistance for Ukraine.
