Speaking in a TV interview, Przemysław Czarnek said on Monday that the process would have to be “gradual, systemic and flexible."
He added: “This is why we have prepared all the legal measures with local governments, as well as all the financial instruments."
Czarnek told broadcaster Polsat News that Poland's aim was to "take care of Ukrainian children while they are in Poland."
He said that refugees were being encouraged to head to smaller towns to avoid congestion in the big cities, such as the capital Warsaw, Kraków in the south and Lublin in the east.
“At some point, we will have to say that there are no more places in schools in Warsaw, Kraków or Lublin,” he cautioned.
Support from EU
Czarnek said that Poland had briefed its EU partners on the full costs of admitting some 700,000 Ukrainian children to Polish schools.
“These are huge costs that must definitely be covered by our allies from the European Union and other countries,” he said.
He told Polsat News that many Polish IT companies had offered to donate computer equipment to help Ukrainian children with their education.
“We are going to coordinate this support,” he said, adding that Polish schools were also providing refugee children with IT devices.
Czarnek noted that Ukrainian children were allowed to continue online education with schools back home, if possible, "in which case the law does not require them to go to school in Poland.”
Tuesday is day 34 of the Russian invasion of Ukraine.
Poland on Tuesday reported it had welcomed 2.34 million refugees fleeing Russia's attack on Ukraine.
Poland’s President Andrzej Duda this month signed into law a measure to offer wide-ranging support to Ukrainians escaping the Russian attack on their country, which began on February 24.
The measure grants them legal residence in Poland and ensures access to education, healthcare and social benefits.
