NATO allies working on ‘Israeli-style security model’ for Ukraine: Polish president

Poland’s president has said that NATO allies and partners are in talks to provide Ukraine with security guarantees based on an "Israeli-style" model to help Kyiv fight Russia’s invasion.

Andrzej Duda made the statement in an interview published on Monday by America’s The Wall Street Journal newspaper.

The Polish president said the proposed “Israeli-style” security model for Ukraine would involve mainly “guarantees for weapons and advanced technology,” news outlets reported.

Duda added that discussions were under way on the issue between NATO allies and partners, but he wouldn’t be drawn on the details of the weaponry and technology to be provided to Ukraine, Poland’s onet.pl reported.

Meanwhile, according to Western politicians with knowledge of the discussions, the “Israeli-style” security model for Ukraine would be linked to the process of granting Kyiv NATO membership in the future, but without making the Western alliance “a party to the conflict” with Russia. 

'Israeli-style' security model for Ukraine mentioned by Biden in Warsaw: Polish president 

Duda told The Wall Street Journal that US President Joe Biden mentioned the idea of giving Ukraine an Israeli-style security model during his visit to Poland in February. 

The plan has since gained popularity among Western allies and will be discussed at NATO’s July summit in Vilnius, Lithuania, the US newspaper reported. 

Agreement to be signed after NATO’s July summit

An agreement on the security model, based on the so-called Kyiv Security Compact document, prepared by senior Western officials and experts and the Ukrainian government last year, is expected to be signed “after the NATO summit,” the WSJ reported. 

Ukraine’s President Volodymyr Zelensky will take part in the Vilnius summit, the newspaper said, citing sources in the Biden administration.

The Polish president told the WSJ that Russia must realise that Ukraine would receive security guarantees from the West and that they would not expire with the passage of time or due to Western “fatigue.”

Duda also said that the “Israeli model” plan would not be linked to the peace process or any negotiations between Kyiv and Moscow.

Ukraine’s NATO perspective

The plan for an “Israeli-style” security model for Ukraine stems from America's acceptance of the fact that NATO membership for Kyiv “isn’t on the table for now,” according to the WSJ.  

Meanwhile, NATO would set up a new body, called the NATO-Ukraine Council, as a gateway to Kyiv’s future membership of the alliance, officials said. 

With the United States as the main guarantor, Ukraine would be entitled to ask the council for assistance, which would be provided by various NATO member countries, the WSJ reported.   

Tuesday is day 454 of Russia’s war on Ukraine.
