The meeting of EU heads of state and government takes place alongside the EU - African Union summit in Luanda, the capital of Angola.
The US peace plan includes security guarantees for Ukraine, a reduction of the Ukrainian army to 600,000 soldiers, the loss of territories occupied by Russia, and closes the door to NATO membership for Kyiv.
Under the plan, European fighter jets would be stationed in Poland. Europe is proposing significant amendments to the US plan.
The Ukrainian army would number 800,000 soldiers instead of 600,000 in peacetime, NATO - and therefore also US - jets would be stationed in Poland, and Ukraine would receive financial compensation, with Russian assets frozen until it is paid.
Security guarantees for Ukraine would function similarly to NATO’s Article 5, meaning allied military support in the event of another Russian attack.
European Council President António Costa announced on Monday, 24 November 2025, that he had spoken with Ukrainian President Volodymyr Zelenskyy earlier that day ahead of the informal EU leaders’ meeting on Ukraine, to get his assessment of the situation.
Polish Prime Minister Donald Tusk, attending the summit in Angola, said Europe, Canada, and Japan are ready to work on the US plan, but it would be useful to know the authorship and origin of the document.
US Secretary of State Marco Rubio stated that the plan was based on earlier Russian and Ukrainian proposals, and that negotiations on amendments are taking place in Geneva.
