EU and Ukraine foreign ministers demand Russia be held accountable for war crimes

Foreign ministers from EU member states and Ukraine have gathered in Kyiv and Bucha, marking four years since Russian forces committed mass atrocities in the region.

In a joint statement, the ministers said they had come together "to reaffirm our unwavering commitment to ensuring full accountability of the Russian Federation, for any violations of international law in or against Ukraine, including aggression in violation of the Charter of the United Nations."

The ministers honoured the memory of civilians subjected to mass killings, torture, sexual violence and forced deportations across Ukraine, noting that evidence collected after Russia's withdrawal "underscores the imperative to ensure full and comprehensive accountability."

The statement welcomed recent progress toward establishing a Special Tribunal for the Crime of Aggression against Ukraine and an International Claims Commission for Ukraine.

The ministers also expressed support for the International Criminal Court's investigations and called for full cooperation by all state parties.

"Accountability is an indispensable element of a comprehensive, just and lasting peace," the statement said.

The ministers are meeting in Kyiv for an informal EU foreign affairs council.

Among those present are EU foreign policy chief Kaja Kallas and Poland's foreign minister Radosław Sikorski.

Russian forces occupied Bucha for 33 days in 2022.

According to Ukraine's Prosecutor General's Office, more than 400 civilians were killed in the town and surrounding area, including 37 children.
