The funding is part of the EUR 90 billion Ukraine Support Loan (UASL) and comes as Russia escalates attacks using ballistic missiles and jet-engined drones. The commission noted an increasingly urgent need to reinforce defenses following 376 recorded missile strikes in July alone.
Most purchases will source products from European Union defense companies. To meet demand, the commission emphasized increasing deliveries through destocking, reprioritizing existing orders, and ramping up EU production.
"On Ukraine's Independence Day, Europe shows our support is unfolding and concrete", said Ursula von der Leyen, President of the European Commission. "As Russia intensifies its attacks, we are stepping up to help Ukraine protect its people and defend its skies. Europe stands with Ukraine and we will deliver what it needs, when it needs it".
Wednesday’s approval adds to EUR 16 billion in previously approved procurement plans under the UASL, of which EUR 8.35 billion has already been disbursed. Established under Regulation (EU) 2026/467 in February 2026, the UASL package provides EUR 30 billion for budgetary aid to maintain public services and EUR 60 billion for defense across 2026-2027.
For 2026, the EU allocated up to EUR 45 billion, which includes EUR 28.3 billion designated to reconstruct, modernize, and strengthen Ukraine's defense industrial capacity while integrating it into the European defense sector.
To access the newly approved funds, Ukraine must submit signed contracts with defense companies. The commission will review the contracts before disbursing payments to ensure compliance with agreements set by member states.
Since 2022, the EU and its member states have provided EUR 220.2 billion in overall support to Ukraine, including EUR 3.8 billion generated from the proceeds of immobilized Russian assets.
