EU to unblock all recovery funds for Poland by April: minister

The European Union will likely unblock the entire recovery funds earmarked for Poland, worth EUR 59.8 billion, by early April, thanks to the new Polish government's measures to restore rule of law in the country, a Cabinet minister has said.

Katarzyna Pełczyńska-Nałęcz made the statement in Brussels on Thursday.

Poland's minister for EU funds and regional policy visited the Belgian capital for two days of talks with the European bloc's officials, including the Commissioner for Jobs and Social Rights Nicolas Schmit and Commissioner for Cohesion and Reforms Elisa Ferreira.

Afterwards Pełczyńska-Nałęcz told reporters that the EU recovery funds earmarked for Poland "should be unblocked in late March or early April at the latest," public broadcaster Polish Radio's IAR news agency reported.

So far, Poland has received the first tranche of the European Union post-pandemic recovery funds, worth EUR 5 billion, for green energy, the government in Warsaw said on December 28.

On December 15, Poland's Prime Minister Donald Tusk stated that EU recovery funds earmarked for Poland, withheld due to a dispute between Warsaw and Brussels over the rule of law under Poland's previous conservative government, "have been unblocked at last."

Tusk, who was taking part in a summit of EU leaders in the Belgian capital, added that the EU would release "PLN 22 billion (EUR 5 billion) by the end of this year" and that a "request has been made for a further PLN 30 billion (EUR 7 billion)."

He also announced that further transfers would be made, Polish state news agency PAP reported.

The minister for EU funds and regional policy said on Thursday that the Cabinet would make four more applications for recovery funding from Brussels this year, for a total of EUR 23 billion, the IAR news agency reported.

She said the government would "step up reforms" in such fields as judicial independence.

Pełczyńska-Nałęcz added the Cabinet would unveil a raft of reform bills "in the immediate future" that "will be quickly passed by parliament," as cited by IAR.    

Poland is entitled to EUR 59.8 billion from the EU's post-pandemic recovery fund, including EUR 34.5 billion in loans and EUR 25.3 billion in grants, according to officials.
