Polish authorities closed the Kraków post following a fire at a Warsaw shopping centre, which Prime Minister Donald Tusk described as an arson attack orchestrated by Russian security services.
Last year, Poland also ordered the closure of the Russian consulate in Poznań in response to what officials said were acts of sabotage, including arson attacks, linked to Moscow.
The latest move will leave Russia with just one consulate in Poland, in the northern port city of Gdańsk.
Tensions between the two countries have escalated sharply amid the war in Ukraine.
Warsaw refers to the city of Kaliningrad as Królewiec, its historical name during the 15th and 16th centuries, when it was under the rule of the Kingdom of Poland.
Kaliningrad was once known as Königsberg and was renamed after Soviet politician Mikhail Kalinin following World War II.
In 2023, Poland decided to call the city Królewiec in its official documents, citing Kalinin’s connection to the 1940 Katyn Massacre of thousands of Polish officers by Soviet secret police.
