In a video posted Thursday evening on the Ministry of State Assets’ X account, Balczun outlined “very broad” plans focused on building the value of state-owned companies, deeper business engagement and verifying each entity’s strategy so the state’s resources “deliver the right value” to Poland and its citizens.
President Andrzej Duda made the appointment. Prime Minister Donald Tusk, announcing a cabinet reshuffle on Wednesday, said Balczun’s task was not profit maximization but maximizing “the well-being of Poles,” adding the state is in its companies not for parties to place their nominees.
Balczun has led the Industrial Development Agency since March. He previously ran PKP Cargo (2008–2013) and Ukraine’s railways Ukrzaliznycia (2016–2017), and chaired the supervisory board of LOT Polish Airlines (2012–2015).
He has also served as vice president of Employers of Poland and the European Public Sector Employers’ Organization (CEEP), chaired supervisory boards at PKP S.A. and Inteligo Financial Services, and held senior roles at PKO Bank Polski, the Office of Physical Culture and Tourism, Poczta Polska and Totalizator Sportowy.
An entrepreneur and investor, he studied political science at the University of Silesia in Katowice and completed an MBA validated by Rotterdam School of Management.
