President Karol Nawrocki signed the measure into effect after it was approved by both houses of parliament earlier this month, state news agency PAP reported.
The heating voucher is aimed at homes connected to district heating networks, with eligibility based on income and local tariffs.
Single-person households qualify if monthly income is PLN 3,272.69 (around EUR 770, USD 910) per person or less. For larger households, the threshold is PLN 2,454.52 per person.
The program applies if the heat price exceeds PLN 170 per gigajoule, state news agency PAP reported.
Payments range from PLN 500 to PLN 1,750 for the first half of 2025, depending on the heat price. From January to December 2026, the amounts will double.
The government estimates the program will cost PLN 889.4 million (around EUR 210 million, USD 250 million) through 2026.
The law signed by Nawrocki also extends a freeze on household electricity prices at PLN 500 per megawatt-hour through the last quarter of 2025, in line with earlier government plans.
A similar extension was previously tied to a bill on wind turbine rules, which Nawrocki vetoed. He later submitted a separate proposal to parliament using the same wording on prices.
The government combined that continuation with the heating voucher in the new law, the PAP news agency reported.
