Poland to fund dual-use tech with EU money, official says

Poland will use money from the European Union’s Horizon Europe research and innovation programme to fund dual-use and defence technologies, a deputy science minister said on Tuesday.

Andrzej Szeptycki announced the plan in Brussels during a meeting of EU science ministers, Polish state news agency PAP reported.

He said the EU had decided "for geopolitical reasons" to finance dual-use and some defence technologies from its research budget "for the first time in its history."

The funding will cover cybersecurity projects, artificial intelligence and drone technologies, Szeptycki told reporters.

He said the decision was "very important in the face of the threat posed by Russia."

Szeptycki added that Poland also wants to support research on international conflicts and peaceful conflict resolution, but declared that investment in defence research would not replace civilian projects.

"The defence aspect is important, but we also want to maintain traditional research, which we aim to fund as before," he said.

EUR 175 billion up for grabs

The European Commission has proposed aligning Horizon Europe with the EU's new defence objectives, the PAP news agency reported.

Under the plan, EUR 175 billion from the programme in the 2028-2034 budget could be used to finance dual-use technologies.

EU ministers first discussed the proposal in September.

Szeptycki said he hopes Polish researchers will secure "as much funding as possible" from the next EU budget.

"We would like the new Horizon Europe programme to finance multidimensional projects," he said, adding that Poland's priorities include strengthening collaboration between science and business—especially small and mid-sized companies—and supporting young researchers.
