Poland announces diplomatic push to ease impact of EU-Mercosur deal

Poland's government has announced a series of last-minute talks with European partners with a view to blocking the EU's proposed trade deal with the Mercosur bloc of South American countries.

Agriculture Minister Stefan Krajewski announced the diplomatic push at a news conference in Warsaw on Tuesday.

Krajewski said that the government had opposed the EU-Mercosur agreement from the start.

He told reporters: "We are not passively waiting for events to develop. If creating a blocking minority proves impossible, we'll propose a series of adjustments: protection clauses, an emergency brake, money that would compensate for any losses incurred by Polish farmers and food-processing companies."

Krajewski said: "On January 7, we'll be holding many meetings in Brussels with ministers from other member states to work out the best possible solutions."

The agriculture minister also announced domestic measures to support Polish farmers.

Earlier in the day, the government approved an amendment to Poland's Strategic Plan for Common Agricultural Policy 2023-2027, state news agency PAP reported.

Under the revision, the bonus for young farmers investing in animal production would be raised from PLN 200,000 (EUR 47,000) to PLN 300,000 (EUR 71,000).

Meanwhile, government spokesman Adam Szłapka told reporters that former prime minister Mateusz Morawiecki was "disinforming the public" by claiming on the X platform that the previous conservative government had "effectively blocked" the EU-Mercosur deal.

Szłapka said that Morawiecki and his conservative predecessor Beata Szydło "in 2016, 2017 and 2018" backed conclusions from European Council meetings that "stressed the need to negotiate a deal with the Mercosur countries."

The leader of the conservative opposition Law and Justice (PiS) party, Jarosław Kaczyński, has called on the Polish public to join farmers in opposing the EU-Mercosur deal.

Kaczyński said on X on Tuesday that Donald Tusk's government was "doing nothing to block the deal." 

He accused the government of "disregarding the voice of the Polish countryside" and "jeopardising the health of consumers" by putting them at risk of "catching diseases."

Kaczyński said: "The farmers are protesting in the interests of all of us. At stake is food security, the health of our families, and the future of the domestic farming sector." 

Polish farmers staged a nationwide protest on Tuesday against the EU-Mercosur deal. Tractors draped in flags entered national roads and stood beside highways and expressways.

The protest, called  "Stop Mercosur," lasted into the afternoon.

The agreement between the European Union and the Mercosur bloc, which encompasses Argentina, Brazil, Paraguay, Bolivia and Uruguay, is designed to introduce preferential tariffs for farming produce such as beef, poultry, dairy products and sugar.

In exchange, the Mercosur countries will open their markets to European goods.

The deal was originally due to be signed in December but it has been put back to January.
