Incoming Polish president to file bills on mega-airport, zero tax for larger families

Poland’s new president Karol Nawrocki will in the coming days send to parliament bills on a planned mega-airport (CPK), a 0% personal income tax (PIT) for families with two or more children, and new measures for farmers, aides said.

Nawrocki was sworn in on Wednesday to begin a five-year term.

Zbigniew Bogucki, slated to head the president's office, told Poland's PAP news agency that the CPK bill would be filed within days, alongside the 0% PIT proposal and measures to protect farmers from cheap imports from the Mercosur bloc of South American countries.

Pressed on Mercosur, Bogucki called the plan “a hand extended to the government so they finally do what they say—that they are indeed against this agreement,” adding it concerns protecting Polish land and agriculture.

Paweł Szefernaker, the incoming president's chief of staff, said on X that from the first day after the oath Nawrocki will meet voters to present the initial bills, with events Thursday in Kalisz and Friday in Kolbuszowa.

A source tied to the President’s Office told PAP other ready bills are likely to be presented to parliament in August.

At the end of July, Nawrocki met Sejm Speaker Szymon Hołownia, who said talks included a “media law” and that the goal—agreed with coalition partners and the head of the National Media Council—is a bill acceptable to the president.

Asked about housing proposals, a politician linked to the President’s Office said work would follow “but rather not immediately.”

Kalisz Mayor Krystian Kinastowski said Nawrocki plans to announce in Kalisz his first legislative initiative: restoring the CPK project in its original variant, described as better for the city and residents. During the campaign, he also signaled a bill to raise the second tax bracket.
