Polish Deputy Foreign Minister Henryka Mościcka-Dendys signed a convention creating the International Claims Commission for Ukraine during a diplomatic conference in The Hague, the foreign ministry in Warsaw said in a statement.
Mościcka-Dendys called for "swift and decisive action" to address the consequences of Russia’s war, Polish state news agency PAP reported.
Representatives from more than 50 countries and the European Union took part in negotiations on the convention.
Under the agreement, the commission will be overseen by the Council of Europe and form part of a broader compensation mechanism for damage caused by Russian aggression.
The panel will adjudicate claims for losses and harm unlawfully caused by Russia in or against Ukraine since February 24, 2022, including claims filed by the Ukrainian state, individuals, businesses and institutions, the Polish foreign ministry said.
It will also be able to consider compensation claims by Polish entrepreneurs and Ukrainian citizens living in Poland, according to the statement.
The Polish foreign ministry also said that holding Moscow accountable for its aggression should be a key element of any lasting peace between Russia and Ukraine.
Ukrainian President Volodymyr Zelensky said in the Hague on Tuesday that "every instance of damage must be recorded and compensated," Ukrainian state news agency Ukrinform reported.
"This war, and Russia’s responsibility for it, must become a clear example – so that others learn not to choose aggression," he added.
