Russia’s communications watchdog Roskomnadzor said the measure targeted “foreign messaging apps” to fight crime, as reported by state media RIA and TASS. It called WhatsApp and Telegram “the main voice services” for scams, extortion and “subversive and terrorist activities.”
Security services have alleged Ukraine uses Telegram to recruit people or conduct sabotage inside Russia. Authorities want the apps to give law enforcement data access for both fraud and terrorism investigations.
“Access to calls […] will be restored after they start complying with Russian legislation,” the digital ministry said.
Telegram told AFP it removes “millions of pieces of harmful content every day” and combats calls for violence or sabotage.
Meta-owned WhatsApp said it remains private and end-to-end encrypted, resisting “government attempts to violate” secure communication.
More than 100 million Russians use WhatsApp, the company said, warning the curbs could push users toward platforms more exposed to government surveillance.
