Israel’s Gaza ‘military model’ of aid furthers starvation, joint report says

Israel replaced Gaza’s civilian aid system with a “military model” that furthers its objectives and worsens starvation, a new report said, as a global hunger monitor declared famine in Gaza City and surrounding areas.

Research agency Forensic Architecture and the World Peace Foundation charity said in the joint report that Israel dismantled the “proven and internationally backed” civilian model on March 18, 2025, and substituted a military-run system that advances Israeli military and political goals while starving civilians.

FA said it verified at least 64 incidents between March 18 and August 1 in which civilians seeking aid were attacked by Israeli forces, including 25 incidents at or near Gaza Humanitarian Foundation (GHF) ration stations.

The report concludes Israel has used aid to erode Gaza’s social and civic structures — spanning family networks, political groups and international agencies — to create dependency and assert political control over Palestinians.

“Aid can be lethal when used in a manipulative way. We have unpacked the architecture of starvation imposed by Israel in Gaza,” said Eyal Weizman, director of Forensic Architecture.

“It is composed of acts of construction and destruction: the destruction of Palestinian agriculture and food sovereignty, the destruction of Palestinian civil society, and the construction of death traps.”

Alex de Waal, executive director of the World Peace Foundation, said: “The dehumanisation of Palestinians, the stripping of basic dignity, and the tearing apart of the fabric of the community are not accidental byproducts of the mass starvation inflicted on the people of Gaza. There is every reason to believe that these are what Israel intends through its militarised ration system.”

The report was published as the UN-backed Integrated Food Security Phase Classification said on Friday that famine has struck Gaza City and nearby areas.

It estimated 514,000 people — nearly a quarter of Gaza’s population — are experiencing famine, a figure it said could rise to 641,000 by the end of September.
