The disruption reflects a deepening energy crisis on the island.
Cuban President Miguel Díaz-Canel said last week that Cuba has received no oil deliveries in over three months, with the country now relying on solar power, natural gas and thermal plants.
On Monday, authorities reported a nationwide power grid failure affecting around 10 million of Cuba's 11 million residents.
'I think I can do anything I want with it'
Speaking to reporters in the Oval Office on Monday, US President Donald Trump said he believed he would have "the honour of taking Cuba," describing it as a "failed nation" with no money or oil, but "nice land" and "great people."
He added: "I think I can do anything I want with it."
Díaz-Canel also confirmed Cuba has begun talks with the US government.
Washington previously halted Venezuelan oil shipments to the island and threatened tariffs on any country selling oil to Cuba.
