The 19-year-old received the award during the Golden Tracks gala on Saturday in Batumi, Georgia, the Polish Athletics Association (PZLA) said.
Trościanka captured the under-20 European title in Tampere, Finland, earlier this year, setting a new U20 world record of 8,514 points.
He collected the Rising Star trophy from European Athletics head Dobromir Karamarinov, Polish state news agency PAP reported.
Trościanka is only the second Polish athlete to win the award; 10 years ago, shot putter Konrad Bukowiecki won the same honour.
Switzerland’s Audrey Werro, a standout in the women’s 800 metres, was named the Women’s Rising Star, while Dutch sprinter and hurdler Femke Bol and Swedish pole vaulter Armand Duplantis were crowned European Athletes of the Year.
Winners of the European Athletics Golden Tracks awards are determined through votes by fans, member federations, media representatives and a panel of experts.
