Cienkowska, 37, previously served as a deputy minister responsible for international cooperation. She replaces Hanna Wróblewska.
Tusk praised Cienkowska’s “energy and experience” in managing cultural and educational projects despite her relatively young age.
Her appointment comes after speculation that the post might go to Aleksandra Leo of the centre-right Poland 2050 group.
Leo declined the role for family reasons, according to Poland 2050 politician Katarzyna Pełczyńska-Nałęcz.
Pełczyńska-Nałęcz will remain minister for funds and regional policy following the reshuffle.
