Culture Minister Marta Cienkowska unveiled the initiative on Monday, saying local journalists are "closest to the people" and best placed to report accurately on issues affecting citizens.
"Who will report in the most precise and credible way on what is happening in local communities, if not local media?" Cienkowska said at a news conference.
Independent local media hold local governments to account, playing a major role in journalism, officials told reporters.
They said the programme was designed to strengthen independent journalism and ensure the free circulation of information at the local level.
The initiative, called Close Culture, is planned as a pilot project in 2026, but Cienkowska said the government intends to continue supporting independent local media beyond the pilot phase.
The programme aims to strengthen local independent media, improve access to information closest to citizens, and support regional culture, identity and heritage, Polish state news agency PAP reported.
