European Union leaders are set to meet at a summit in Brussels on Thursday, with all 27 member states already backing Kyiv's candidacy.
Even though EU membership could still be years away, Ukraine's President Volodymyr Zelensky has called the impending decision a "historic achievement."
He warned, however, that Russia may increase its military attacks in retaliation to the decision.
