A large Soviet-era dam in the Russian-controlled part of Ukraine’s southern Kherson region was blown up by Russian forces early on Tuesday, threatening to flood vast areas along the Dnieper River, according to Ukrainian officials.
Stoltenberg said in a Twitter post that "the destruction of the Kakhovka dam today puts thousands of civilians at risk and causes severe environmental damage."
He added: "This is an outrageous act, which demonstrates once again the brutality of Russia's war in Ukraine."
European Council chief Charles Michel tweeted on Tuesday that "the destruction of civilian infrastructure is a war crime" and that "Russia and its proxies" will be held accountable for their crimes in Ukraine.
Russia invaded Ukraine on February 24, 2022, launching the largest military campaign in Europe since World War II.
Tuesday is day 468 of Russia’s war on Ukraine.
