Maksym Proskurov told public broadcaster Polskie Radio that well‑trained, well‑equipped armies alone are insufficient.

“Civil defense and cooperation between the military and civilians are decisive,” he said.

Proskurov argued that Poland and other states bordering Russia or Belarus have been pulled into a hybrid conflict and should “expect provocations, even open aggression.”

Poles, he added, must know evacuation routes, the nearest military command post and how to form civilian resistance units.

“Think now about supporting your soldiers; be prepared,” he said.

Polish, U.S. and German intelligence services have recently warned that Russia and China could be ready for aggressive action by 2027.

Separately, U.S. Air Force Gen. Alexus Grynkewich, NATO’s supreme commander in Europe, recently said the United States and EU have at most 18 months to prepare for a possible conflict with Russia and China.

If Chinese President Xi Jinping moves against Taiwan, Moscow could act simultaneously, making 2027 a potential crisis year, he added.

Grynkewich met Polish Prime Minister Donald Tusk and other leaders in Warsaw on July 25. After the talks, Tusk said on social media that Russia could pose a direct military threat to Europe as early as 2027 and urged government departments to “eliminate every type of risk.”
