Kallas was responding to news of a planned meeting this Friday in Alaska between U.S. President Donald Trump and Russian President Vladimir Putin to discuss the conflict. It remains unclear whether Ukrainian President Volodymyr Zelensky will take part.
“The United States has the power to make Russia negotiate peace seriously,” Kallas said in a statement published by Reuters. “Any agreement between Russia and the United States must include Ukraine and the European Union,” she added, stressing it should not become “a springboard for further Russian aggression.” She reiterated that “all temporarily occupied territories belong to Ukraine.”
Her comments came hours after six European leaders issued a joint statement underscoring that international borders cannot be changed by force. Signatories included European Commission President Ursula von der Leyen, Polish Prime Minister Donald Tusk, French President Emmanuel Macron, German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, and Italian Prime Minister Giorgia Meloni.
“Ukraine has the freedom to choose its own destiny. Meaningful negotiations can only take place in the context of a ceasefire or a reduction in hostilities. The path to peace in Ukraine cannot be decided without Ukraine,” the statement said.
