Zelensky ruled out Moscow and China, criticizing China for supporting Russia through drone sales.

The politician called for a “strong response” from the United States if Putin refuses to participate and stressed that Ukraine will not recognize Russian occupation of its territories.

The Ukrainian leader also noted that arranging peace talks in Budapest remains challenging and that Russia has not yet shown readiness to end the war or engage in substantive negotiations.

President Zelensky underlined that any meeting should take place in a neutral European country and that Kyiv is prepared, though it is unclear if Moscow is willing. Territorial concessions by Russia, if any, remain uncertain.
