Latvia's foreign minister has said the West should provide Ukraine with everything the country needs to defend itself against Russia's invasion, including weapons enabling it to strike military sites inside Russia.

“If Russia continues shelling Ukrainian energy infrastructure, causing hardship for millions of Ukrainians, Ukraine has every right to respond," Edgars Rinkēvičs said in an interview with US broadcaster CNN.

"That is why Ukrainians should be able to receive everything they request," he added.

"We should allow Ukrainians to use weapons to target missile sites or airfields from where those operations are being launched,” Rinkēvičs told CNN on Tuesday.

Ukraine's Western allies including the United States have so far declined to send weapons with sufficient range to strike Russia, the Bloomberg news agency reported.

Ukrainian President Volodymyr Zelensky has warned that Russia is planning more attacks on his country this week, appealing to defence forces and citizens to be prepared to endure a new wave of air strikes on energy infrastructure amid freezing temperatures.

Zelensky last week urged the United Nations Security Council to act against Russia over air strikes on civilian infrastructure that have led to massive power cuts and deprived residents of heat and water in cities across Ukraine, news agencies have reported.
