Polish Foreign Minister Radosław Sikorski said the three countries are committing USD 500 million via the PURL mechanism, which enables rapid purchases of American arms and ammunition for transfer to Ukraine.
He noted that European countries and Canada have provided a combined USD 4 billion to date for U.S. equipment.
“We hope America will notice,” Sikorski said ahead of a NATO foreign ministers meeting in Brussels, where he delivered a joint statement with Germany’s Johann Wadephul and Norway’s Espen Barth Eide.
Sikorski warned of a growing Russian threat and cited a recent act of railway sabotage that he said endangered Polish lives. He added that Poland is reinforcing its defenses against hybrid warfare by restricting the movement of Russian diplomats and closing all Russian consulates in the country.
“We have an information-sharing system among our security services,” he said, urging solidarity and a realistic assessment of Russia’s “not good” intentions.
Ministers also planned to discuss new initiatives to address the Russia-Ukraine conflict and its implications for Poland and NATO. A NATO-Ukraine Council session was scheduled for the afternoon with EU foreign policy chief Kaja Kallas and Ukrainian Foreign Minister Andrij Sybiha.
PURL is designed to speed deliveries of military equipment to Ukraine by allowing NATO countries to finance purchases from U.S. stocks that are then sent directly to Kyiv.
The program was created to accelerate the flow of matériel needed for Ukraine’s defense against Russia’s invasion that began in 2022.
