Kaczyński outlined the draft legislation alongside Interior Minister Mariusz Kamiński and Deputy Interior Minister Maciej Wąsik, Polish state news agency PAP reported.
The deputy PM told reporters: “This bill introduces a range of regulations that will allow the government to efficiently ensure the security of the public in various situations.”
He added: “We must be able to act very quickly, very smoothly, to immediately overcome various obstacles that appear.”
Response to present challenges
According to Kaczyński, the new bill takes into account “the challenges characteristic of the present, very difficult time.”
In this connection, he cited the war in Ukraine and the migration crisis on Poland's border with Belarus.
Kaczyński stated that the proposed legislation would seek to prevent foreign security services from infiltrating Poland, the PAP news agency reported.
The deputy PM also said that the government would soon unveil another bill, designed to remedy faulty administrative decisions “that are often harmful to citizens.”
EUR 645 mln People Protection Fund
Meanwhile, Kamiński announced the creation of a new People Protection Fund (FOL), worth 0.1 percent of GDP (currently some PLN 3 billion/EUR 645 million) as well as more funds to help those affected by natural disasters.
The interior minister said that the new bill on the protection of the population and natural disasters would be “a very important supplement to the new homeland defence law.”
"It focuses on issues to do with crisis management and the situation of civilians in extreme circumstances," he added.
Tuesday is day 111 of the Russian invasion of Ukraine.
