The payment came from the EU’s post-pandemic Recovery and Resilience Facility, a bloc-wide programme designed to help member states rebuild their economies after COVID-19.

It is the third payment to Poland under its National Recovery Plan, following a request the government submitted in December, Polish state news agency PAP reported.

According to the European Commission, Poland’s request covered "improvements in energy efficiency for households, land-use planning, renewable energy on-and offshore, 5G networks, cybersecurity, transport safety, vocational training, circular economy, childcare standards and long-term care."

Poland’s recovery plan totals EUR 59.8 billion, including EUR 25.3 billion in grants and EUR 34.5 billion in loans. Payouts are tied to the completion of specific reforms and investment milestones.

"As with all member states, payments to Poland under the RRF are performance-based, contingent upon the successful implementation of its recovery and resilience plan," the Commission said in a statement.

With Monday’s transfer, Poland has reached 45 percent of the funds earmarked for it under the current version of its recovery plan, according to the Commission.

EU member states agreed to launch the recovery fund in July 2020. It is worth more than EUR 800 billion for the entire bloc.
