Poland unveils safety guide to help citizens prepare for crises

Poland on Thursday presented a government “Safety Guide” to help citizens respond to emergencies, with ministers calling it unprecedented and saying it will be distributed to households soon.

The handbook, shown at a joint news conference by Defense Minister and Deputy Prime Minister Władysław Kosiniak-Kamysz and Interior Minister Marcin Kierwiński, contains instructions for various crisis scenarios.

“This guide is to prepare us for any crisis situation,” Kosiniak-Kamysz said, adding Poland would be among the few European countries taking such steps after Sweden released a similar guide months ago.

He said the manual is split into sections on preparation and response. With the school year starting soon, it can serve as “good training, but also fun” for children and help parents “realize the scale of threats.”

“We do not want to frighten anyone,” he added. “A responsible government talks to its citizens.”

Kierwiński called it the most comprehensive document of its kind. “Never before have all the necessary pieces of information on how to react to crises—from natural disasters to the most extreme, wartime—been collected in one place,” he said.

Citing “dangerous times,” including an armed conflict beyond Poland’s eastern border and recurring natural disasters, he described the guide as a tool for building societal resilience.

He also said previous authorities had neglected civil defense and population protection. “We are filling that gap,” Kierwiński said.

The ministers said the guide would reach every home soon.
