Warsaw mayor denies receiving reports of irregularities at city-owned hospital

His comments came after the zero.pl news website reported that a former senior doctor at Warsaw's Południowy Hospital had warned him in 2025 about problems in the hospital's emergency department.

The case has attracted political attention because it involves a hospital operated by the city government and a doctor who until last week was a member of Poland's ruling Civic Coalition (KO) party. Trzaskowski is one of the party's leading politicians.

The doctor, Dawid Kacprzyk, headed the hospital's emergency department and served as a KO councilor in Warsaw's Ursus district.

Zero.pl reported on Friday that the hospital's former head of surgery informed the hospital's management and supervisory boards in June last year about alleged irregularities involving Kacprzyk.

According to the report, the surgeon later contacted Trzaskowski via an online messaging platform.

The website said Trzaskowski asked for the information to be submitted in writing and that the surgeon subsequently did so.

The allegations included claims that Kacprzyk managed the emergency department without a completed medical specialty qualification and performed procedures for which he lacked authorization, often without supervision by appropriately qualified specialists.

Responding on social media, Trzaskowski said a private message was not a formal channel for reporting alleged misconduct at a municipal institution.

"Every day I receive hundreds of messages from all kinds of sources," he wrote. "I am not able to read every message, and a private message is not a channel for reporting irregularities in a city institution."

He said anyone with information about potential violations of the law or serious irregularities should use formal reporting procedures, including notifying prosecutors or using whistleblower mechanisms.

"That way the matter is registered, sent to the appropriate institution, assigned to a responsible person and given a deadline for further action," he wrote.

Trzaskowski also said that, to his knowledge, the hospital is involved in a serious legal dispute with the former head of surgery.

Earlier on Friday, speaking at Warsaw City Hall, he repeatedly said he had not received information about alleged irregularities in the hospital's emergency department.

"No information about irregularities in the emergency department reached me," he said.

The former head of surgery was dismissed in September last year. According to zero.pl, the reasons cited included delays in submitting reports to the National Health Fund (NFZ), complaints from patients about delays in scheduling treatment, and the loss of a patient deposit.

The website has also reported that Kacprzyk earned around PLN 1.6 million (EUR 380,000, USD 440,000) last year while still undergoing specialist training in anesthesiology. It further alleged that politicians from the Civic Coalition received expedited treatment and diagnostic tests at the emergency department.

On Friday, Trzaskowski announced the dismissal of Południowy Hospital's supervisory board. The hospital's management board had been dismissed a day earlier.
