After the European Council session opened, bringing together the 27 EU leaders with the Ukrainian President Zelensky, he shared on X a recording of his meeting with the head of the Polish government.

The Ukrainian leader wrote that he and Polish Prime Minister discussed defense cooperation, military support for Ukraine, and ways to strengthen European security, including through investment in Ukraine's defense industry.

"Thank you, Donald Tusk, for a good conversation. We must continue working together for the shared security of our nations," he added.

EU leaders hold talks with Ukrainian President amid continued support discussions

Ahead of the summit discussions, EU leaders agreed on the bloc’s 19th sanctions package against Russia. Discussions focused on continued support for Kyiv, covering both military assistance and financial aid.

However, tensions remain over the proposal to transfer frozen Russian assets, estimated at €140 billion, to Ukraine as a reparations loan.

EU divisions over Russian assets and Ukraine funding

Belgium has voiced opposition to the plan. Belgian Prime Minister Bart De Wever suggested that no final decision on the matter is expected during today’s summit.

European Council President António Costa said that EU states aim to secure funding for Ukraine for 2026–2027.

“We are still working with the European Commission on the technical details, but the political decision is the most important,” Costa added.

The summit comes amid ongoing debates over the EU’s long-term support strategy for Ukraine, as the conflict with Russia continues to strain regional security and economic stability.
