EU Council president reports progress on Ukraine peace plan talks

European Council President Antonio Costa has said there has been progress in discussions over a peace plan for Ukraine.

The politician spoke following an extraordinary meeting with EU leaders in Luanda, the capital of Angola, held on the sidelines of the EU - African Union summit.

Costa assured that the European Union will continue to provide Ukrainian President Volodymyr Zelensky with all necessary support, including diplomatic, military, and economic assistance.

On Monday, 24 November 2025, the Angola meeting was convened in response to the publication of a US peace plan, agreed with Russia but developed without Ukraine or European input.

The day before, US and Ukrainian envoys met in Geneva to discuss the plan.

They were later joined by representatives from three EU countries - France, Germany, and the United Kingdom - as well as the chiefs of staff of the European Council and European Commission.
