Russia launched massive strikes on cities across Ukraine early on Thursday, killing civilians and cutting power supply to Europe’s biggest nuclear power plant, according to news reports.

The Zaporizhzhia nuclear station lost its last external power line and was down to emergency generators, the Reuters news agency reported.

"Each time we are rolling a dice, and if we allow this to continue time after time then one day our luck will run out," Rafael Grossi said on Thursday, warning of a risk of nuclear accident.

He told the IAEA's 35-nation Board of Governors in a speech that "this is the sixth time" that the plant "has lost all off-site power and has had to operate in this emergency mode."

The IAEA is an autonomous international organization within the United Nations system that aims to coordinate “all activities related to the peaceful uses of nuclear science and technology,” according to the Polish foreign ministry.

The organization was established in 1957, with Poland as one of its founding members.
