The sales will focus on equipment Ukraine says it has in surplus - notably artillery systems and drones - and are intended to supply allies rather than substitute for Kyiv’s own needs.
Zelensky told reporters that sales offices for the programme will open in Berlin and Copenhagen in 2025.
The politician stated Ukraine is ready to work on naval drones, holding about twice as many as needed for its own operations, and highlighted large-scale artillery production - roughly 40 Bohdan self propelled howitzers a month - as a potential export line.
The president said talks are also under way with partners in the Middle East and the United States, and that a US team responsible for a planned “drone” deal will visit Ukraine next week.
Zelensky framed the initiative as a way to convert domestic defence industry capacity into support for allies while sustaining Ukraine’s own defence needs.
Officials emphasise that exports will be carefully managed so they do not undermine Kyiv’s battlefield requirements, marking a new phase in Ukraine’s defence-industrial role and its strategic cooperation with partner states.
