Polish senators approve agreement allowing US military to hire local civilian staff

Poland's upper house has approved legislation allowing the president to ratify an agreement with the United States regulating the employment of Polish civilian workers by US forces stationed in the country.

The bill passed the Polish Senate unanimously last Wednesday and will now be sent to President Karol Nawrocki for signature, state news agency PAP reported.

Under the agreement, which was earlier approved by the lower house of Poland's bicameral parliament, US forces stationed in Poland will be required to pay advance income taxes, social security contributions and health insurance premiums for locally hired civilian employees.

The arrangement also includes payments to Poland's State Fund for the Rehabilitation of People with Disabilities, in line with Polish labour law, officials said.

The new document, based on the 2020 Polish-US Enhanced Defense Cooperation Agreement, will replace a previous executive arrangement from 2015 that was based on an earlier bilateral accord governing the presence of US troops in Poland.

The legislation allows employment conditions for locally hired civilian workers to be set through collective bargaining agreements and other collective labour arrangements.

Lawmaker Aleksandra Uznańska-Wiśniewska said last month that the measure "is another step in deepening strategic ties between Poland and the United States."
