The Silent Twins, based on real events, tells the life story of June and Jennifer Gibbons, Welsh identical twins, who refused to communicate with anyone but each other.
Smoczyńska said "this award is of huge significance, because it belongs to all the people who were working hard for this film to happen."
Jerzy Domaradzki, head of the festival jury said The Silent Twins was an important movie about cultural and racial exclusion.
"It is a very difficult story to tell, and I think the film invents a new way of telling a story, which stood apart from other films we saw," Domaradzki added.
This year’s Michał Kwieciński’s drama Filip, won the festival’s Silver Lions Award.
Jacek Luziński and Szymon Augustyński were named the best screenplay writers for "Śubuk," while Jacek Bławut took the prize in the best director category.
Dorota Pomykała was named the best actress for her role in "Woman on a roof," and Piotr Trojan was named the best actor.
The annual Polish Film Festival, first held in 1974, is one of the oldest film festivals in Europe.
The festival provides Poland's most prestigious showcase of new home-grown movies, and 20 films competed in the main competition this year.
