Marlena Maląg made the declaration in an interview with Poland's PAP news agency on Thursday.
Asked about the new benefit, she said the government would start paying out the handouts on August 25.
The new measure will cost the government more than PLN 11 billion (EUR 2.3 billion), Maląg said.
She added that the benefit would be "income-tested," which means that pensioners with a monthly income of up to PLN 2,900 (EUR 615) would receive the full benefit of PLN 1,217 (EUR 258), while those with bigger income would get a proportionately smaller benefit, the PAP news agency reported.
“According to our estimates, some 9 million pensioners will receive the 14th pension this year, including 7.7 million who are eligible for the full benefit,” Maląg told the PAP news agency.
“We aim to offer strong support to our seniors, including financial assistance,” she said.
Maląg noted that the government "each year decides whether to pay out the 14th pension." She declared: "Our aim is to make the 14th pension a permanent benefit.”
She added that “a relevant bill" was being drawn up and that it would be unveiled early next year.
