Mateusz Morawiecki was speaking as EU leaders arrived for a summit in Brussels to discuss a new strategy to improve ties with Moscow.
France and Germany called on Thursday for a European Union summit with Russian President Vladimir Putin but met firm resistance from Poland and Baltic countries who distrust the Kremlin, the Reuters news agency reported.
Morawiecki told reporters: "In a situation where we see aggressive behaviour, hybrid attacks on our neighbours, on ourselves in the context of the latest digital attack, security threats, it is difficult to engage in dialogue at the highest level, as some countries are proposing or signalling.”
The head of Poland’s ruling conservatives said last week that top officials, ministers, and MPs in his country from various political parties had been targeted by a cyber attack launched from Russian territory.
EU leaders are meeting in Brussels on Thursday and Friday to discuss the COVID-19 pandemic, economic recovery, migration and foreign relations.
