The decision would clear the way for final approval by the European Commission, unlocking €6.2 billion (£5.4bn) for Warsaw.
Earlier, two EU committees had already given the green light without raising any questions or objections, streamlining the process.
Once approved by member states, the European Commission will formally release the funds, which will then be borrowed on financial markets and transferred to Poland.
The money is intended to support projects in education, digital development, clean energy and transport, as part of Warsaw’s post-pandemic recovery efforts.
